Why returning plates should be important to you:

 You can return your license plate at any of our four locations or at your local tax collector office. 

  • Financial Responsibility sanctions can occur once insurance is dropped from the vehicle if the license plate is still actively registered and associated to your vehicle. Failure to surrender a valid license plate when your insurance is cancelled or expires will result in suspension of your driver license.
  • When you dispose of a plate by turning it into a tax collector’s office you will receive a receipt showing that the plate was surrendered. If the initial registration fee was paid for the vehicle that the plate was on, that receipt can then be used for credit towards a future vehicle registration to keep you from paying the initial registration fee when you purchase a new vehicle.

So that scammers do not attach your plate to their vehicle and go through tolls, red light cameras, or be used on vehicles that are part of a crime. When this happens, the name and address on file will be yours.

If your car title is lost, stolen, or damaged, we can obtain a duplicate title by mail. Titles are generally received within 10 business days. The owner must provide a driver’s license, mileage (vehicle only), and mailing address.

NO. A lien is when a lienholder (i.e., a bank, dealership, etc.) has a secured interest in a vehicle, mobile home, or vessel in the form of a debt due to the lienholder. The lienholder’s information is placed on either a paper or electronic certificate of title, in addition to the information of the registered owner(s) of the vehicle. The lienholder will be listed on the title until the lien is paid /fully satisfied and the lienholder has filed a lien satisfaction with FLHSMV.

  • In Florida, vehicles, mobile homes, or vessels that are owned by two or more owners can have the ownership joined by either an “and” or “or.”
  • Owners joined by “and” share equal responsibility for the vehicle, mobile home, or vessel, and owners must be present, designate a power of attorney, or have the title certificate signed by each owner as seller for the title to be transferred out of their names.
  • Owners joined by “or” allows either owner to take individual responsibility for the vehicle, mobile home, or vessel, and either owner may be present or may sign a bill of sale for the title to be transferred out of their names.

Please note: When a title with two owners is joined by “or,” and one owner wants to remove their name, that owner becomes the seller, and the second owner becomes the purchaser in the transfer section of the title. A new title is then issued.

You must be designated as a Power of Attorney

When necessary, you can provide a general or limited power of attorney to a third party to handle your title and registration. FLHSMV provides a limited Power of Attorney for a Motor Vehicle, Mobile Home, or Vessel form (HSMV form 82053) for your use.

A certificate of title in either electronic or paper form is the proof of ownership of a vehicle, mobile home, or vessel in the state of Florida. Most vehicles, mobile homes, or vessels are required to be titled, with the exception of mopeds, motorized bicycles, and trailers weighing less than 2,000 pounds.

You must apply for a title in your name when you purchase a vehicle, mobile home, or vessel; bring a vehicle, mobile home, or vessel into Florida from another state or country; or if the ownership of a vehicle, mobile home, or vessel changes.

All vessels with motors, including personal watercrafts (PWC), operating on Florida waters must be registered and titled. As with other vessels, PWCs must also display Florida registration numbers, hull identification numbers (HIN) and valid decal (see image below).

Vessel registrations and titles may be obtained by the vessel owner from the county tax collector or license plate agent.

A person must be at least 14 years of age to operate a PWC in Florida. Anyone born on or after January 1, 1988 is required to either have successfully completed a National Association of State Boating Law Administrators (NASBLA) approved boating education course or have passed a course equivalency or temporary certificate examination. Additionally, they must have in their possession a boating education ID card and a photo ID card when operating a vessel with a motor of ten horsepower or more in Florida.

Section 320.0848, Florida Statutes, provides the authorization for the issuance of disabled person parking permits for both long-term and short-term mobility impairments and those certified as legally blind by an optometrist. Permits may be issued to driver license and ID card holders.

Disabled person parking permits are issued in two categories:

Permanent – Persons with long-term mobility impairments, or who are certified as legally blind, qualify for a permanent disabled person parking permit or license plate. Permanent permits and license plates are valid for four years and must be renewed by the permit holder’s birthdate. There is no fee for this parking permit.

Temporary – Persons with short-term mobility impairments may receive a temporary disabled parking permit for up to six months as specified by a certifying medical authority. Temporary disabled person parking permits require a $15 fee. If the need for the temporary disabled person parking permit exceeds six months, an additional temporary permit may be issued. If the additional permit is applied for within 12 months from the issuance of the first permit, no additional fee is required.

Any person applying for a new permit or renewing or replacing their disabled person parking permit must provide form HSMV 83039, Application For Disabled Person Parking Permit, completed and signed by a certifying medical authority (see list below). The certifying medical authority must sign within 12 months prior to submitting the application. If you are replacing a permit that has been reported lost or stolen, you must also provide form HSMV 83146, Application for Replacement License Plate, Validation Decal or Parking Permit. Completed forms and other required documentation must be presented to a motor vehicle service center.

Certifying medical authorities include:

  • A physician licensed under Chapter 458 medical practice, Chapter 459 osteopathic medicine or Chapter 460 chiropractic medicine;
  • A podiatric physician licensed under Chapter 461;
  • An optometrist licensed under Chapter 463 (sight only);
  • An advanced practice registered nurse licensed under Chapter 464, under the protocol of a licensed physician as stated above;
  • A physician assistant licensed under Chapter 458 or Chapter 459; or
  • A similarly licensed physician from another state if the application is accompanied by documentation of the physician’s licensure in the other state and form HSMV 83039 signed by the out-of-state physician verifying his or her knowledge of this state’s eligibility guidelines.

Disabled person parking permits:

  • Must only be used by the permit holder. The permit holder must have their Florida driver license or ID card on-hand when using the permit.
  • Must be hung from the rear-view mirror, with the permit number visible from the front of the vehicle, when the vehicle is parked. The permit should not hang from the rear-view mirror when the vehicle is in motion.
  • Must have a valid, yellow registration decal attached to both sides of the permit.

Must display on one side, the permit holder’s driver license or ID card number, or the authorized organization’s FEID number.

Please bring the original signed title, bill of sale (if the price is not written on the title or there’s any alterations on the title), and Florida insurance if required. All vehicles must be insured before receiving a license plate.

We will have to request the original title from your lender. Florida will not accept copies of titles. Please bring in a statement from your lender with your account number so we can send an official request for your title.


This process can take several weeks or months, depending on the state and lender. If your current registration has expired, we may be able to issue you a temp tag.
